This introductory course provides participants with the background to serve as Resource Advisors during wildland fires. Resource Advisors work with Incident Management Teams and fireline personnel to minimize the impacts of wildland fire and fire management actions on natural, cultural, and social resources.  Resource Advisors also provide critical support for the repair of fire suppression damages, identification and mitigation of threats caused by wildfires (e.g., Burned Area Emergency Response [BAER]), and long-term post-fire ecosystem recovery. This training meets the standards of the National Wildfire Coordinating Group (NWCG) Resource Advisor course (N-9042).

An initial financial plan is prepared based on a preliminary budget target, which is often based on either the scenario in the President’s Budget Request or is based on CR allocation targets.  This target is rarely on par with what the final allocation will be.  As such, there’s a need to adjust the years’ programming to match the actual, final, full year allocation. 

In this module, you'll learn how to finalize programming. You will focus on two important sub-elements - 

1. Updating personal services programming; and

2. Updating non-personal services programming.

The intent of RT-130, Wildland Fire Safety Training Annual Refresher 3 (WFSTAR) is to focus line-going personnel on operations and decision-making 4 issues related to fireline in order to recognize and mitigate risk, maintain safe 5 and effective practices, and reduce accidents.

This year we will be delivering the refresher through instructor facilitated learning and virtual instructor led training.
